What is her attitude regarding the potential liability issues involved? To me, that is the scariest part of this situation - not so much the poor breeding practices. It sounds like she is some distance from you so you haven't seen the puppy? He may fit the 'job description' at the school if properly socialized and trained. I don't know. Whatever state she lives in, they (the school or your mother) should research any state or school regulations regarding therapy dogs. (i.e. does the dog need to be certified?) Probably there are no regulations, but it should be looked into before going too much further down this road.
