Put him on a leash, long line, tie him, kennel him crate him, what ever you need to do until you have complete control over him, and he understands that the stock is yours and that he is only allowed to work them when you give the OK. Until you have control over him, he doesnt need to be able to get to the stock or he may just get his head caved in. Dont allow him to run the fence line, or work them on the other side of the fence. As long as he can do that, he wont have any use for you, and naturally wont listen.

How old is the dog, and do you have a solid recall and heel and stay? Does he know what "NO!" means?

Sounds like ya need to keep up with or start some very basic obedience, and not allow him in a situation where he could get hurt or get your stock injured until he is solid on a few simple commands. Virgil Hollands Progressive Training is a good book for novice handlers and novice dogs. Heck, its just an over all good book for anyone.
