Northof49 Posted May 6, 2009 Report Share Posted May 6, 2009 For trainers and dog owners in New York State, ther is a proposed bill to require dogs be obedience trained, and also a requirement concerning the what type of obedience traiing must be done, which till imparct on those offering obedience training for the general public. We need an Exemption form wheras the Owner and Dog may receive a waiver of obedience training requirement by demonstrating the basic requirements. WTF. I am SOOOOOO out of NY in a few years. I don't know if I have the background in dog training lingo and vocabulary to sound strong enough. mcburniefarm Posted May 7, 2009 Report Share Posted May 7, 2009 I would be interested in formatting a letter to our Assembly and would truly like some intelligent input and suggestions to ammend the proposed bill or have it struck from the NYSA Agenda for 2009-2010. I do feel this effects BC owners, as we would tend to be the legal dog owners looking for licenses.....we already have dog bite laws and insurance penalties, and this law appears to have no exemptions for those responsible owners with trained dogs, dog trainers with dogs, etc etc... This is a flavor of the week legislation. We need to enforce, fund, and strengthen the existing laws regarding animal control, abuse, illegal fighting, puppymills, and other transgressions....not mandate further unfunded restrictions against responsible citizens. This is a step towards labeling dogs as weapons is it not? The criminal and irresponsible owners will not be affected by this law, only us. If there is a faction of the BC culture that would be willing to draft / help draft a presentable letter, I would bring it to Albany.... I see this as one of two things; a way for our state to make more money (taxes, surcharges, licenses, etc.) or aimed at the misbehaving dogs out there. Most likely not the dogs fault. Oh, don't you realize that the presenter of the bill is just trying to help us poor, rural upstate rubes...........did anyone catch that cities with >2 million residents are exempt? He won't be annoying his constituents, for sure! DH practically spit his scotch out last night when I told him about it. Today is crammed for me, sick kiddo and doctor visits.....but I think we seriously should contact our members and let them know we think this is absurd and inappropriately penalizing......I can begin to draft a letter and I'll ask for nice snippets of argument.....and find me anyone else out there in NY ? Till then lets at least email them. I am an advocate in DC for my son's disability, with the national group, so i know the drill....and yes emails get read when they are PERSONAL AND FROM A CONSTITUENT. The bulk emails from national groups become a number count of yea vs nay. The only higher contact is a personal visit. If you can make an appointment with your local office and make a personal persentation with factoids and a personal story.....home run you get noticed and heard. If you guys get something to sign, I'll be sure to pass it along to all my dog friends in my tiny little town. The whole thing is stupid. I can understand having a larger license fee for unnuetered/unspayed dogs, but to required they are all profesionally trained is outrageous! My dogs will never be profesionally trained outside of agility. What are disabled people supposed to do? Nope, it's statewide. This is what it says: This article shall apply to all areas of the state except any city having a population of over two million, except that the provisions in this article relating to the animal population control program AND THE PROVISIONS OF SECTION ONE HUNDRED THIRTEEN-A OF THIS ARTICLE shall be applicable to the entire state. The dog training part is in Sec 113-A. That said, I have seldom read a more ridiculous bill. I have to think its chances of passage are nil. Nevertheless, it's never wise to rely on the unassisted intelligence of the legislature to recognize and defeat a ridiculous bill, so any legislative contacts by New Yorkers opposed to the bill would be a good thing. I would want to emphasize the number of dogs in NYS, the number of dog obedience schools in NYS, and the discrepancy between the two which will make it impossible for most dog owners to comply. That requires a little digging for factual information. I also think it would be good to check out Section 119 of the Agriculture and Markets Law to see what the penalties would be for failing to complete a basic obedience course with your dog. (I have not been able to find that statute after a quick search online, but I will pursue it.) I would also point out that the ability to train a dog in basic obedience is widespread in the experienced dog-owning population, which makes it absurd to require everyone, even those with numerous obedience and other performance titles on their dogs (even Carol Lea Benjamin!), to go to a dog school and get a certificate. It's bnasically the same as the gay marriage issue. You can't single out part of the population just because you have a hair up your ass against rural New York. Anyway, Rochester is nowhere near 2 million (as far as I know) - smaller than Syracuse. Thanks for the link to the reps, mcburiniefarm!
